The US Navy's
Naval Media
Center
contracted with

In the past, the
streaming video
available in the
Navy NewsStand
website was not
captioned,
therefore, not
Section 508
compliant. A
major part of
East Bay’s job
was also to
speed the time
it took to make
the video
available on the
website.
One of the first
items needed was
a tool or set of
tools for
creating the
captioning
associated with
their multimedia
presentations.
They chose
HiSoftware’s
Hi-Caption
product to meet
this need.

Center simply
provided the
text transcript
(teleprompter
script) on the

would have to
manually scroll
through the file
while watching

The Bottom Line

player interface

technology. The
publishing
system was
custom built.
The project
utilizes EastBay
Media's global
distribution
network to
distribute the
streaming media
from 20
locations around
the world.
EastBay will
provide the
global
distribution
network for
serving the
streaming media
files. OmniTec
Solutions has
built the
content
management
application (web
portal) that
will serve the
SAMI files
created by
Hi-Caption. Navy
journalists and
producers will
be responsible
for using
Hi-Caption to
create the
captions.
According to Mr.
Pumphrey,
“Hi-Caption
allows our
government
client to
quickly and
easily create
streaming video
that is Section
508 compliant.
Other tools that
assist in
creating
synchronized
captions are
cumbersome and
require a lot of
"cut-and-paste"
which slows down
the production
process.”
These
presentations
will appeal to a
wide range of
audiences and
are intended to
be viewed over
